   Well before you can start building anything you need to have the appropriate permits from your city council, this may require you to get a drafts person in first to draw up plans and have them submitted to the relevant council department.

   Once these permits are cleared, I would advise that you source all necessary materials and tools as well as any specialist laborers you may need. Once everything is in place you can then begin your building, remember to closely follow your plans as any variation may require additional permits, and run into unnecessary expenses.
